Primary conversion action
A primary conversion action is a Google Ads conversion action set to drive bidding and count in the Conversions column; a secondary one is for observation only.
How it works
Most conversion actions in Google Ads are set as primary or secondary. A primary action drives bidding and fills the Conversions and Conv. value columns, but only in campaigns that bid towards its conversion goal. A secondary action is for observation: it counts in All conv. and stays out of bidding, unless it is part of a custom goal.
For an online store the primary action should be the paid order, as our guide to what counts as a conversion explains. Smart Bidding optimises towards every primary action in a goal the campaign uses. An add to cart made primary teaches it to look for started actions instead of paid orders. Two primary actions that record the same purchase, such as the Google Ads tag and a purchase imported from GA4, create duplicate conversions: one order counted twice.

Example
Example store, not client data.
The tableware shop’s Google Ads tag records 300 orders worth 180,000 a month on 40,000 of spend. The shop also imports the GA4 purchase and makes it primary; it fires on the same 300 orders. Conversions now shows 600 and Conv. value 360,000, so ROAS reads 360,000 ÷ 40,000 = 9 instead of 4.5. Revenue is still 180,000.
How GetProfit reads it
The portal judges product campaigns (Search, Shopping, Performance Max) strictly on purchases and does not penalise Video, Display or Demand Gen campaigns for having none. Its conversion check shows which goals are primary and really fire, and lowers trust in a campaign where two primary goals count the same order.
Not to be confused with
- Micro-conversion — a step before the order, such as an add to cart. It is a kind of action; primary is a status.
Right and wrong readings
- Wrong: “The action is primary, so our campaigns bid on it.” Right: the campaign must also use the goal that contains it. A primary action in a goal no campaign uses drives no bidding.
